I was the one officer on scene. Starting off with the rebel, if you listen closely, you can hear me clearly saying "Drop the rebel gear" in the video to the rebel who stuck up the guy in square. Now as for the checkpoint, the EMS set it up for their needs. The only reason we were on scene is because the EMS asked us to stay. Its impossible for a public officer to place props, seeing that only whitelisted officers have access to props. So there is no possible way that that could even be a public officer checkpoint.
